1) Call to Order
Panhandle Emergency Response System Special meeting began at 7:10 p.m. on September 24, 2009 at the Fritch City Annex Building.

3) Discussion
a) PERS as a mutual aid organization
b) Build a quicker response before PRPC response will activate
i) Before PRPC can activate, the County Judge has to authorize the activation.
ii) PERS has a place if operating
iii) Validity of the organization is not questioned
iv) Mutual Aid – we really need to know the direction
(1) If Industry calls for mutual aid
(a) What do they need from municipal?
(b) What do we expect the industry to deal with?
(2) What do we do if is something other than grass?
4) Objectives
a) Utilize pre-existing plans and procedures.
b) Develop a conduit from PERS to PREMAC
c) Analyze risks
5) Goals
a) Improve the quality of Emergency Response across the Texas Panhandle
b) Improve the Texas Panhandle resource accountability by Jan.1, 2010 by utilizing the PARIS system and supporting the Pahandle Regional Volunteer Fire Academy.
c) Maintain an active avenue for communication among all Emergency Response disciplines.
6) Action Items
a) Check with Emily Nolte (PRPC) about being @ Oct 22nd meeting. Emily is our resource for how to enter information into the PARIS System – Ron Antalek
b) Develop Incident Command structure for the organization
c) Print maps for the October 22 meeting – Alan Wells
d) Set date of annual drill at the October 22nd meeting
