  1. Call to Order
  2. Panhandle Emergency Response System meeting began at 7:30 p.m. on April 24, 2008 at Dalhart Fire Department.
  3. Attendees:

    The following persons were present:

    Ken Frederick, Agrium

    Mike Pacino, Boys Ranch FD, Treasurer

    Alan W. Wells, Stinnett FD, Vice Chairman

    Denzil Traylor, Conoco Phillips

  4. Approval of minutes from last Meeting

    Meeting was presented by Jeff Lunsford

  5. Treasurers Report
    1. PERS has $ 3,285.69 in the account
    2. 5 departments have paid their dues
    3. Invoices have been sent out – need to update mailing list and send again for payment.
    4. Calvin Nickell will be the second signature for the check
      1. Just need to have him sign the paperwork and mail off.
    5. The two checks that have not cleared the bank were found in an envelope left by Dan Looney
      1. Need to pay penalties and fines
        1. Alan made motion to have Mike Pacino to make IRS corrections and do as necessary
        2. 2nd by Denzil Traylor
        3. All in favor- motion accepted
    6. Jeff made motion to order plaque for Dan Looney to be made an honorary member of PERS. Also have Calvin Nickell and Shane Stehr plaques for being chairman.

      3. Need to look at the bylaw for honorary members
      4. Alan will order plaques

5) Drill Committee

  1. Conoco Phillips E&P, is putting together a drill for August 12-14, 2008
      1. A large range fire with wild land urban interface
      2. Area-will start at highway 207 by Panhandle and jump the road to spread along the same area the March 12, 2006 fires path.
      3. Objectives
        1. Working together with multiple fire and emergency agencies
        2. Activating the PERS response
        3. Addressing property & civilians concerns
        4. Attacking the fire
      4. Counties already involved with the drill are Hutchinson and Carson. Trying to get in contact with Grey and Roberts County to participate in the event.
  1. Training
    1. POD (Point of Distribution) exercise for Hutchinson County was April 5, 2008 at 9:00 a.m. at the Aluminum Dome in Borger.
      1. This exercise is for a pandemic flu in the area and how the distribution of medication and supplies
      2. 88 volunteers participated

        c) NWCG Courses put on by the National Park Service will be coming up

        I) Call the Park Service if there is a class you want them to put on

        ii) Need to fill out a form for the class – with enough attendees will put on the class

        d) Trying to get the Texas Forest Service up to the area to teach IC 300 and 400

      3. Need 12 students to make class
      4. Need class to be compliant by September 2009
      5. Ron will set up classes
        1. Maybe one in Spearman or in Borger- will work out a schedule
        2. Will post on web site www.txpers.com

    e) Agrium had a confined space entry and rescue class

    1. Departmental Pass Cards
      1. Think about putting together business card as pass card
        1. Will have the information such as name, department, call number, medical problems, picture etc…
        2. Could be disposable
        3. Made for each truck
        4. Blank card could be available if pass card are forgotten.
