The Mission of this organization is to form a cooperative of trained fire-fighting, rescue, and first aid personnel and equipment from Panhandle emergency response organizations with a common goal of mutual assistance in cases of emergency situations requiring resources beyond those normally available.

PERS is open to any company, facility, plant, municipality or organization providing emergency response resources.

PERS members agree to comply to the National Incident Management System (NIMS) and will utilize the Incident Command System (ICS) during response. PERS adheres to the National Response Framework (NRF) as set forth by the Homeland Security Presidential Directive. HSPD-5 .
