  1. Call to Order

    Panhandle Emergency Response System meeting began at 7:32 p.m. on May 22, 2008 at Perryton Fire Department.

  2. Attendees:

    The following persons were present:

  3. Approval of minutes from last Meeting

    Meeting was presented by Alan Wells

    Jeff Lunsford is in San Antonio

    Ken Frederic is on Vacation

    Paton Willis and Denzil Traylor are at training in Elko,NV.

  4. Treasurers Report
    1. PERS has $ 3,459.69 in the account
    2. Deposit two checks from Spearman and Boys Ranch
    3. Invoices have been sent out – need to update mailing list and send invoices for payment.
    4. The two checks that have not cleared the bank are not outstanding checks
      1. IRS owes PERS $231.21
    5. Need to address pay taxes either quarterly or yearly
      1. Calvin made a motion to use contract and submit a 1099 instead of a W2

  5. Drill Committee
    1. Conoco Phillips E&P, is putting together a drill for August 11-15, 2008
      1. A large range fire with wildland urban interface
      2. Area-The range fire will start along highway 207 South of Borger and jump the road to spread along the same area of the March 12, 2006 fire path.
      3. Objectives
        1. Working together with multiple fire and emergency agencies
        2. Activating the PERS response
        3. Addressing property & civilians concerns
        4. Attacking the fire
      4. Counties already involved with the drill are Hutchinson and Carson. Trying to get in contact with Grey and Roberts County to participate in the event.
      5. June 19th 8:00 a.m. @ the Borger Phillips building Rm 131 a meeting will be held to finalize the drill.
      6. BP, Excel, and Eagle Rock are interested in joining
      7. Shane and Jason will go to Sweetwater Association to see if they want to participate in drill.
  6. Training
    1. The 300 and 400 classes were held in Borger May 15-16
      1. Ron will set up classes –August 16-17 and August 23-24
      2. The classes will be held at Stinnett Community Building
      3. 25 people is the maximum registration for the classes
      4. Need to Register before attending class
        1. Ron will put a registration form on the website along with instructions for enrolling in the I-300 and 400 courses.
    2. NWCG Courses from the National Park Service are available on an as needed basis
    3. Call the Park Service if there is a class you want them to put on
      1. A nomination form will be required to ensure enough people will attend the classes
        1. As courses are offered, they will be posted on the PERS web site www.txpers.com
  7. Bylaws-
    1. Need review the Bylaws with regards to making honorary members
    2. Plaques have been ordered for the pervious chairman
        1. The bill will be sent to Mike at Boys Ranch
    3. The plaque for Dan Looney has not been ordered.
      1. Awaiting a review of the bylaws regarding honorary membership.

     

  8. Accountability
    1. Departmental Pass Cards
      1. PRPC has a printer for pass cards-
        1. It was purchased several years ago for the purpose of ID’s for area governmental agencies
      2. The information that needs to be on
        1. Name
        2. Training- certification
        3. Department name
        4. Picture
        5. Fire chief contact number
      3. Pass cards will be color coded (examples)
        1. Fire - red
        2. EMS – blue
        3. EOC- green
        4. Law Enforcement - black and white
        5. City personnel - ?
        6. Public works - brown
      4. Need two cards per person and trucks
      5. Charge for the card for ink and card stock.
      6. Send by e-mail guidelines for cards and Excel spreadsheet to each department to have cards made.
    2. "Iamreponding.com" is a website that department can register with to assist departments with determining who is responding to the station for a call.

  9. New Business
    1. Lynda addressed the meeting with regards to her position as Secretary
    2. PERS Activation Guide
      1. Need to update the last two pages of contact information of personal and phone numbers
    3. Need a Second Vice -Chairman from an industrial department
      1. Calvin made the motion for Denzil Traylor to fill the Second Vice-Chairman position

    4. We need to try to get Valero involved
    5. Need to update dispatch protocols
      1. Hansford County has volunteered to be the second dispatch center
      2. Ron suggested using the Hansford County Code Red System to activate PERS
      3. Contacts and phone numbers need to be updated twice a year
  10. Next Meeting
    1. The next meeting will be held at Boys Ranch June 26, 2008 at 7:00 p.m.
