PERS Activation Procedures

  1. To begin a PERS activation:

    1. Call Dalhart Dispatch – (806) 244-5544

    2. Provide the following information:

      1. "This is (your name) with (your department name). I am requesting a PERS activation. Please contact a Dalhart Volunteer Fire Department (DVFD) officer and have them call me at (phone number to who has details of request) for more details".

      2. Stay on the phone until the dispatcher releases you.

      3. Once contact with DVFD is established, all further communication will be with DVFD. DVFD will now be referred to as PERS Dispatch.

      4. When PERS Dispatch contacts the person requesting a PERS activation, a series of questions will be asked. Use Annex A and be prepared to provide the following information:

        1. Is this a standby request or

        2. Is this a local emergency response or

        3. Is this a PERS system wide response emergency

        4. If emergency provide:

          1. Location of emergency

          2. Type of emergency

          3. Equipment needed (Task Force or Strike Team) See Annex B for definitions and examples.

          4. Agencies presently enroute or on scene

          5. Staging location

          6. Incident Command (IC) (name of IC and department)

          7. IC’s contact phone number (if available)

          8. Radio frequency utilizing

          9. Incident contact, radio contact or number

          10. Who the PERS representative to report to

  2. PERS Dispatch will contact next closet to the scene PERS member department through that department’s non-emergency contact number of an activation. See Annex C.

  3. The requested fire departments’ office will contact PERS Dispatch for details.

  4. The requested department will use Annex D and provide the following information:

    1. Name of officer in charge of the Task Force or Strike Team

    2. Department name

    3. Number and type of equipment responding

    4. Number of personnel responding

    5. Estimated time of arrival to the emergency’s staging location

    6. Call back number (unit’s cell or personnel’s cell)

  5. PERS Dispatch will contact the requesting agency with the above information.

  6. If the emergency is within the DVFD response area, then National Park Service (NPS) is the secondary PERS Dispatch. To activate secondary PERS Dispatch, use the following:

    1. Call (806) 865-3360 extension 0 (8:00 a.m. to 4:30 p.m. Monday through Friday)

    2. After 5:00 p.m., call (806) 865-3325 and ask them to call Mike Bland at home or call a Ranger on duty.

    3. Begin procedures as above, starting at 1. b.

  7. Local PERS response is a request between departments within their immediate response area (mutual aid request).

  8. Upon completion of assignment, ALL units must check out through Staging upon being released to return home.

  9. When each unit responding arrives at their home base, PERS Dispatch needs to be notified of their safe return home.

  10. As soon as possible PERS Dispatch will notify PERS Chair or Vice Chair with activation details.

  11. When possible a PERS representative will be part of the unified command at the command post.

ANNEX B

Strike Teams and Task Forces

Strike Team:

Five to seven "like" resources, with a strike team leader and common communications within the strike team ("team channel"). Staffing requirement: one qualified person per seat belt.

Example: five brush trucks plus strike team leader with command vehicle. All units must have the required radio channels in their radios.

Task Force:

Five to seven "unlike" resources, with a task force leader and common communications within the task force ("team channel"). Staffing requirement: one qualified person per seat belt.

Example: two brush trucks, two engines, one tanker, plus a task force leader with command vehicle. All units must have the required radio channels in their radios.

Qualified:

All personnel must be trained as a firefighter or firefighter trainee to their department standards and be covered by department insurance provisions. Each apparatus must have one designated officer qualified as such by their department standards. Each apparatus crew may include not more than one firefighter trainee.

Strike Force/Task Force Team Leader:

The strike team or task force team leader shall be a command officer qualified by training and experience to command the team on independent assignments.

Equipment:

TYPE

DEFINITION

Brush Truck A fire apparatus with pump capability of delivering 125 gpm and is capable of traveling off-road.
Engine A fire apparatus with a 500 gallon water tank and a pump capable of delivering a minimum of 500 gpm.
Squad A fire apparatus with less than a 500 gallon water tank and a pump capable of delivering a minimum of 125 gpm. This is a multi-purpose unit that may also serve as a brush truck.
Tanker or Tender A fire apparatus primarily designed to deliver water to remote sites where hydrant supplies are not available. Tankers have a water tank of 1000 gallons or more capacity and a pump capable of delivering a minimum of 250 gpm.
Ladder An aerial fire apparatus that provides for elevated fire streams, but does not have a pump or water tank on board.
Quint An aerial fire apparatus that provides for elevated fire streams, having a pump, a water tank and a compliment of ground ladders and hose.
Rescue A fire department vehicle designed for special functions primarily associated with rescue operations.
Command A fire department vehicle designed for senior command officers’ use and has multiple radio frequencies and telephone capabilities. Green light designates a command vehicle.
Special Utility and/or support trucks; HazMat; Technical Rescue; etc.
